CIA planned a false flag attack called Operation Northwood to justify war with Cuba. They called it “Justification for U.S. Military Intervention in Cuba”. However, John F.Kennedy rejected the proposal.

Operation Northwood called for the CIA and other U.S. government operatives to stage and commit terrorist acts against the civilian targets and the American military. They did so to ultimately blame the Cuban government.
