In 1784, Thomas Jefferson proposed a federal law to end slavery in all the US territories. But his bill lost in Congress by just one vote.

However, the provision later came into the legislation, creating the Northwest territory.

In his 1785 work, Notes on the State of Virginia, Thomas Jefferson said that slavery corrupted both the masters and slaves the same way.

In 1794 and 1796, he saved two male slaves.
